The noble houses have all the power and influence, and it's up to you to do what's right for your people and the empire. Think carefully about your appointed officials as they are crucial in exercising your limited will and achieving your goals.
It also places emphasis on your actions and decisions as they affect how the story progresses. You even get mod support, which is always a nice bonus.
